    International conference co-organised by BVEK (German Emissions Trading Association) and the Embassy of the Republic of Poland in Berlin

    Background:

     

    Market mechanisms with the EU Emissions Trading System (ETS) being one of the most known and prominent mechanisms aside from project-based or sectoral mechanisms are considered to be the key tools for reducing greenhouse gas emissions, particularly incentivizing the needed participation of the private sector at the required scale. Successful functioning of the EU ETS is deemed necessary for achieving EU’s target of at least 40% emission reduction by 2030, and contributing to global efforts to meet the 2° target. In addition, supplementary mechanisms will be used to allow for EU internal and external trading with countries offering measurable surpluses according to certain rules and standards to be agreed upon. Due to diversity of their economies and other national circumstances, EU Member States (MS) have had various experiences in the implementation of the EU ETS. The parallel processes of (re)designing and expanding the global carbon market, and the reform of the EU ETS in its 4th phase (2021-2030) form a complex emissions trading policy implementation landscape over the next few years.

     

    The event will look into the challenges and successes as experienced by EU MS in the implementation of the EU ETS, the use of market mechanisms at its various stages and expectations going forwards from German and Polish perspectives with Poland holding this year’s presidency of the Conference of the Parties to the UNFCCC.
